Quarantines and Watchdogs for Stuck Work

Agent work usually stops in one of two quiet ways: a message that fails forever and holds its slot, or a run that stalls while looking busy. Neither raises an error on its own. This course covers counting attempts per message and quarantining the ones that cannot succeed, and watching a heartbeat sequence from outside a run so a stalled run can be aborted and restarted.
