# Agents Manager

Manage all Clawdbot agents centrally: discover available agents, profile their capabilities, define routing hierarchy (who can assign to whom, who reports to whom), and intelligently route new tasks through the escalation chain.

### Core Rules
1. **Discovery:** Always check `scan_agents.js` before assuming an agent exists.
2. **Permission:** Never assign a task without checking `can_assign.js` or `agent-registry.md`.
3. **protocol:**
   - IF `requires_approval` is FALSE -> Assign directly.
   - IF `requires_approval` is TRUE -> Ask supervisor (Human or Agent).

Agents Manager keeps a central view of which agents exist, what they can do, and who is allowed to assign work to whom. It exists so tasks are not thrown at peers that either cannot or should not accept them. ## What it does - Discovers available agents rather than assuming a peer exists. - Profiles capabilities so routing decisions rest on real skills. - Defines a routing hierarchy covering who may assign to whom and who reports to whom. - Routes new work through the escalation chain. - Keeps a registry that a human can read and correct by hand whenever an agent changes. - Enforces a handshake: an approval requirement is checked before any assignment, and a true value means asking a supervisor first. ## When it is the wrong choice This is coordination overhead, and it only pays off once several agents are in play. On a single agent or a fixed two step pipeline, the registry and the permission checks add a step without changing any decision. It also depends on the registry being accurate, so a fast moving fleet that adds agents without running setup will route on stale data and produce confident mistakes.
