Deadlines and Outboxes for Agent Work

Agent runs that fan out tend to multiply their timeouts at every hop and to lose messages when they stop between two writes. This course covers one budget for a whole run, cancelling cleanly when that budget is spent, writing a record and its outbound message in a single local commit, and publishing from a relay that can crash and rerun. The aim is a run that fails honestly and a message that always gets sent.
