Apply Config Live Without a Restart
A config change that needs a restart means every change carries the cost and the risk of a full stop and start, so small fixes get batched into risky windows and the running state is thrown away each time. Hot reload reads the config again while the agent keeps running, but only safely if the new values are checked before they take effect and the old ones are kept for a return.
